Amish Pasta Salad

Ingredients:
-1 lb. shell pasta or your preferred pasta shape
-1 cup diced celery
-1 cup diced cucumber
-1 cup diced red onion
-1 cup diced red pepper
-1 cup diced green pepper
-1 cup frozen peas
-1/2 cup mayonnaise
-1/2 cup sour cream
-1/4 cup white vinegar
-1/4 cup sugar
-1 teaspoon garlic powder
-1 teaspoon onion powder
-1 teaspoon salt
-1 teaspoon pepper
