Preheat oven to 375°F (190°C) and grease a 9×13-inch baking dish.
Brown ground beef in a skillet, add onion and garlic, and season with salt, pepper, and paprika.
Combine cream of mushroom soup and milk in a bowl, whisking until smooth.
Layer half the potatoes, half the beef, and half the sauce in the baking dish. Repeat layers.
Cover with foil and bake for 45 minutes. Remove foil, top with cheese, and bake for another 15-20 minutes until bubbly and golden.
Notes
Let rest for 5 minutes, garnish with parsley, and serve warm.
